Personal Information and Public Records

As part of using the Site or services available through the Site, you may be asked to submit information that you consider personal information, as defined below. Personal information may be exempt from disclosure if disclosure would constitute an unreasonable invasion of privacy under the circumstances. Most information collected is assumed to be open to the public unless specifically exempted. ORS Chapter 192 contains the Oregon Public Records Law. Under this law, individuals may request that public officials not disclose public records containing their home addresses and telephone numbers under certain circumstances. ORS 192.445 specifies how to make such a request.

Use of Personal Information

The Site may collect Personal Information to deliver services. 
Personal Information collected during an online transaction is used for, but not limited to, the following purposes: 
• Create user profiles
• Send email or otherwise contact the individual to confirm identify; or 
• Provide information about Hub services, 
• Conduct occasional online surveys to improve Site operation or seek opinions of users. These surveys are entirely voluntary and You may easily decline to participate.

Children’s Online Privacy Protection Act

The Sites and services are not designed for or intended to be used by children under the age of 13. Children under 13 are not eligible to use services that require the submission of personal information and should not submit any personal information through a site. This includes submitting personal information for a user or personalization profile. If you are under 13 years of age, you may only submit personal information with your parent(s) or guardian(s). If you are under the age of 13, please seek guidance from your parent(s) or guardian(s).

Information collected while browsing Site web pages

If you browse information on the Site, standard data collected by all web server software is collected, including the information below: 
• The Internet Protocol (IP) address of a user connection (not an email address). An IP address is a numerical identifier assigned to either an internet service provider or directly to a user’s computer. It is used to respond to a browser request.
• The domain name assigned to an IP address (if there is one). Example: somename.com 
• The type of browser and operating system used. Example: Mozilla/4.0 (compatible; MSIE 4.01; Windows NT; IE4WDUS-1998101501) 
• The date and time a user visited the Site. 
• The web pages or services a user accessed on the Site.
• The search engine or a link on another site that a user visited prior to coming to the Site. (Note: This information is included so that we can perform a summary analysis of how visitors get to our Site.

The site does not track individual users’ navigation choices, and the above information is summarized to determine what organizations our most frequent users are from (item 2 above), so we can better target our content to the audience.
• What browsers are being used on our site, so we can determine which techniques to use to develop pages that will work with different browsers (item 3 above).
• How often our pages are visited (item 5 above).
• The traffic from organizations, such as search engines, that direct people to the site (item 6 above).
